In the article researches results of elective district council universal suffrage bases formation are presented during the Statute preparation and adoption «About provincial and district elective council establishments» in 1864. Studying the creation and functioning elective district council bodies legal foundations is shown to be a vital topic as it has practical value for the present self – government institutions.
